Draft Development Plan: No Injustice to Locals of Pimpri-Chinchwad, Including Sons of the Soil!
Assurance by Cabinet Minister Dr. Uday Samant in the State Legislature : BJP MLAs Mahesh Landge and Shankar Jagtap raise the issue through a special mention

Pimpri-Chinchwad | While finalizing the Draft Development Plan (DP) for Pimpri-Chinchwad city, no injustice will be done to the sons of the soil. Homes of the poor will not be affected. Reservations imposed on temple lands will be reviewed and cancelled if necessary. This assurance was given by Cabinet Minister Uday Samant today in the legislative assembly.
The Pimpri-Chinchwad Municipal Corporation and the Town Planning Department published the city’s Draft Development Plan on May 15, 2025. Objections and suggestions have been invited, which can be submitted until July 14. This plan has sparked extensive debate in the city over the past two months. Against this backdrop, BJP MLAs Mahesh Landge and Shankar Jagtap raised a special mention during the monsoon session of the state assembly.
MLA Shankar Jagtap stated that the DP has been prepared incorrectly. Reservations have been imposed on lands for which construction permits were already granted. The reservation on the garbage depot at Punawale has been cancelled and replaced with a commercial complex reservation. Although a 3.5 km linear garden has been developed within HCMTR (High Capacity Mass Transit Route), it has not been included in the draft DP. The existing reservation has been retained instead. In Thergaon, thousands of citizens risk losing their homes. Officials have misinformed the minister, leading him to provide vague answers. The House is being misled with incorrect information. Reservations imposed on lands with valid construction permissions must be cancelled.
MLA Mahesh Landge added that although the draft DP has been prepared, it needs to be revised. A total of 850 reservations from the old DP have been newly proposed again. Reservations should be finalized only after site visits. The proposed slaughterhouse in the Moshi-Alandi area was cancelled by the Chief Minister. Reservations have been imposed on temple lands; these must be cancelled. The houses built by the poor on half to one guntha plots must not be affected. Sons of the soil must not be rendered landless. No one should face injustice. The SACCC reservation should be reduced. The 25-acre garden reservation in Charholi should be scaled down, and reservations on temple lands that hold religious importance for the locals must be removed. The interests of the original residents must be prioritized. Farmers must not be made landless. Farmers must receive fair compensation for lands falling under blue and red zone reservations. For this, the ‘UDCPR’ regulations should be amended. Objections and suggestions submitted by every Pimpri-Chinchwad resident must be addressed impartially. The development plan should be finalized accordingly, demanded MLA Landge.
Under Section 22 of the MRTP Act 1966, reservations are proposed in the revised development plan. Once the DP process is completed, objections and suggestions are taken into consideration. Thereafter, the draft is submitted to the government for approval. The government holds the authority to make changes to the plan. If reservations have been imposed on long-standing temples, they will be reviewed. The government will ensure that no injustice is done to anyone. After considering all objections and suggestions, the DP of Pimpri-Chinchwad will be finalized. No injustice will be done to farmers or homeowners. The government stands firm on this position and will make decisions accordingly.
