Coordination Committee on Pimpri-Chinchwad ‘Red Zone’ Issue to be Formed Within a Month

A detailed discussion took place in the Legislative Assembly on Monday regarding the serious issues faced by citizens in Pimpri-Chinchwad city due to the ‘Red Zone’ restrictions. BJP leader and MLA Mahesh Landge raised a ‘Calling Attention’ motion, bringing to the House’s notice the difficulties faced by citizens and the development works stalled because of the Red Zone. Responding to this, Minister of State Madhuri Misal assured that a coordination committee comprising the State Government, the Defence Department, the District Collector’s office, and the Pimpri-Chinchwad Municipal Corporation would be established. She promised that a report would be submitted within a month and the matter would be pursued with the Central Government to reduce the Red Zone area.

The Monsoon Session of the Maharashtra Legislature is currently underway in Mumbai. Speaking on the ‘Calling Attention’ motion today, MLA Mahesh Landge highlighted that approximately 4 lakh citizens in Pimpri-Chinchwad are affected by this issue. There are around 62,000 properties—comprising 45,000 residential and 15,000 non-residential units—impacted by the Red Zone, directly affecting about 4 lakh people. He drew the State Government’s attention to this situation.
Points raised by MLA Mahesh Landge:
1. Development for thousands of citizens has stalled in areas such as Chikhali, Ravet, Talwade, Nigdi, Bhosari, Moshi, Dighi, Kivale, and Mamurdi due to the 2,000-yard Red Zone restriction.
2. Villagers and the working class, who have resided in these areas for generations, are facing severe difficulties as they are unable to carry out home repairs, undertake new construction, or secure bank loans.
3. Property transactions (buying and selling) have come to a standstill due to the Red Zone, leaving citizens in a financial bind. 4. Although the Municipal Corporation has been collecting property tax regularly for 15 to 20 years, it fails to provide roads, water, and other basic amenities, citing the ‘Red Zone’ status.
5. Buildings constructed in Sector-22 under the JNNURM scheme remain unused to this day; the area was designated as a ‘Red Zone’ only after permission had already been granted to the Devi Indrayani Society.
6. Citizens are facing difficulties because construction is currently prohibited on plots that were originally sold by the Authority through auctions.
7. A question was raised as to how an IT Park (SEZ) managed to secure all necessary permissions within this very same ‘Red Zone’.
8. A committee comprising the State Government, the District Collector, and the Municipal Commissioner should be formed to submit a proposal to the Central Government within one month, seeking a reduction in the ‘Red Zone’ limits.
9. The issue regarding plots sold by the Authority must be resolved, or compensation should be provided based on ‘Ready Reckoner’ rates, or TDR (Transferable Development Rights) should be granted.
10. No punitive action should be taken against citizens’ homes until the ‘Red Zone’ issue is resolved.
11. During the tenure of former Defence Minister Manohar Parrikar, six meetings were held to discuss reducing the ‘Red Zone’ from 2,000 yards to 500 yards; however, the decision remained pending due to his demise.
Response given by Minister of State Madhuri Misal:
1. Acknowledged that the situation described by MLA Mahesh Landge reflects the actual facts.
2. Clarified that the problem arose because permissions for various constructions were granted prior to the finalization of the ‘Red Zone’ boundaries in 2013.
3. A survey of affected properties using new technology was conducted in 2025, indicating a possibility of relief (reduction in restrictions) up to a distance of 100 meters in some areas.
4. A coordination committee comprising the State Government, the Defence Department, the District Collector’s office, and the Pimpri-Chinchwad Municipal Corporation will be established.
5. The committee will submit a report within one month, after which the matter will be pursued with the Central Government through the Chief Minister and the Defence Minister to seek a reduction in the ‘Red Zone’ limits. 6. As a relief measure for citizens, a 50% concession has been granted on property tax penalties.
7. Once the survey maps are certified by the Defence Department, the process of acquiring reserved sites designated in the development plan—and providing compensation based on Ready Reckoner rates—will be initiated.
