Pimpri-Chinchwad: MLA Shankar Jagtap of the Chinchwad Assembly constituency has urged Municipal Commissioner Dr. Vijay Suryawanshi to immediately suspend the penal action being initiated against Bulk Waste Generators (BWGs) under the Solid Waste Management Rules, 2016, in the Pimpri-Chinchwad Municipal Corporation (PCMC) area. Through a letter addressed to the commissioner, he pointed out that imposing penalties without first assessing the practical feasibility of these rules could create an atmosphere of fear and dissatisfaction among citizens.

The municipal administration has begun issuing notices to housing societies and commercial establishments under the solid waste management framework. Against this backdrop, MLA Shankar Jagtap met the commissioner and submitted a memorandum conveying the concerns and sentiments of citizens.
Speaking on the occasion, Jagtap said that while the municipal corporation’s initiative is commendable from the perspective of environmental protection and sustainable waste management, significant confusion, anxiety, and dissatisfaction have arisen among citizens, housing societies, and commercial establishments regarding the implementation of these rules.
Many housing societies lack adequate information about the criteria applicable to BWGs, the required technical infrastructure, and financial provisions. Difficulties are also being faced in the online registration process. Furthermore, many societies do not have the necessary space, technical manpower, or financial capacity to establish wet waste processing facilities. In such circumstances, imposing direct penal or criminal action could generate negative sentiments among citizens, he cautioned.

- The municipal corporation should temporarily suspend the proposed penal and criminal actions.
- Before implementing the rules, extensive awareness and guidance campaigns should be conducted after consulting all stakeholders, and clear guidelines should be published.
- Penal and criminal action related to BWGs should be put on hold, and the municipal corporation should immediately convene a joint all-party meeting.
- Citizens should be given a reasonable and sufficient timeframe to comply with the rules and establish the necessary infrastructure.
- Instead of directly initiating punitive measures, the administration should announce a practical action plan.

“Environment-friendly waste management is certainly welcome, but keeping the threat of direct penal action hanging over housing societies is unfair. When citizens lack adequate space, technical knowledge, and financial capacity, it is unjust for the administration to resort to criminal action. The municipal corporation should immediately suspend these punitive measures, engage in discussions with citizens, conduct widespread awareness campaigns, and announce a practical implementation plan. To remove confusion and dissatisfaction among citizens, the commissioner should convene a joint meeting of all stakeholders and take a positive decision. Housing societies should also be given sufficient time to make the necessary preparations.”
