At a time when Mumbai’s political atmosphere is already heated over issues related to Marathi identity, the Marathi language, and demands that Mumbai’s Mayor must be Marathi, a new political and social debate has emerged. The Bihar Government has decided to construct a grand and state-of-the-art ‘Bihar Bhavan’ in Mumbai, a move likely to trigger fresh reactions across Maharashtra’s political landscape.

This ambitious project, initiated under the leadership of Bihar Chief Minister Nitish Kumar, aims to strengthen Bihar’s administrative and social presence in India’s financial capital. The announcement has gained attention especially because it coincides with intense political discussions during the Mumbai Municipal Corporation elections, where regional identity has been a dominant issue.

Project Details and Infrastructure

The proposed Bihar Bhavan will be a 30-storey structure, including a basement, with a total height of approximately 69 meters. The building will feature a modern architectural design with a strong emphasis on eco-friendly technology, including:

  • Solar power systems

  • Sewage Treatment Plant (STP)

  • Green open spaces

  • Advanced parking facilities

Built on the lines of Delhi’s Bihar Bhavan, the Mumbai facility will be fully equipped with offices for government work, administrative departments, 72-seater conference halls, and a dedicated support and guidance system for citizens from Bihar visiting Mumbai.

Location, Cost, and Purpose

The project will be developed at Elphinstone Estate in the Mumbai Port Trust (MbPT) area, on a land parcel measuring 0.68 acres (2,752.77 sq. meters). The estimated cost of construction is approximately ₹314.20 crore.

According to the Bihar Government, a large number of people from Bihar visit Mumbai every year for employment, business, education, and medical treatment. The Bihar Bhavan is expected to provide accommodation support, information services, and administrative assistance to migrants, students, and patients.

Political Sensitivities Ahead

The Bihar Building Construction Department has already prepared a Detailed Project Report (DPR), completed the boundary wall, and appointed a consultant. The tendering process is expected to conclude soon, after which construction will begin.

However, amid ongoing debates surrounding Marathi language, local rights, and Mumbai’s identity, the construction of a major administrative building belonging to another state may become a potential flashpoint for political controversy. How political parties respond to this development in the coming days will be closely watched.
