Housing Federations Move Court Over Water Supply Transparency; Homebuyers Urged to Verify Water Commitments Before Investing

PIL seeks greater transparency in municipal water approvals; Federation advises buyers to check long-term water availability before purchasing flats

Pimpri-Chinchwad | The Pimpri Chinchwad Co-operative Housing Societies Federation (PCCHSF) has intensified its campaign for transparency in urban water supply by highlighting key developments in the ongoing Public Interest Litigation (PIL) filed collectively by housing federations across Pune district. The federation has appealed to homebuyers, investors and residents to verify the water security of housing projects before making any purchase decisions.

According to the federation, following representations made in March 2026, the Pimpri Chinchwad Municipal Corporation (PCMC) and the Pune Municipal Corporation (PMC) have uploaded details of builders and developers who have obtained Water NOCs, along with affidavits submitted during the project approval process, on their respective official websites.

The federation stated that these affidavits, generally executed on ₹500 stamp paper, contain important commitments by developers regarding future water supply arrangements. As per the information shared, developers undertake not to seek new municipal water connections until additional water resources—such as the proposed Bhama Askhed Dam allocation or any other government-approved source—are sanctioned by the Government of Maharashtra.

The affidavits further indicate that developers are responsible for arranging alternative water supply independently without placing additional burden on the municipal water distribution system. In projects with multiple phases, fresh municipal tap connections are generally not sought until the entire development is completed, with developers accepting responsibility for providing water through alternative arrangements during the interim period.

The federation observed that such affidavits have formed part of the project approval process for several years and have contributed to increased dependence on private water tankers in many parts of Pune district during summer months.

Issuing a public advisory, PCCHSF has urged every prospective homebuyer and investor to conduct due diligence before purchasing a flat. The federation has advised buyers to verify the project’s long-term water availability, identify the approved source of water supply, confirm the status of municipal water connections and examine future water-related commitments made by the developer.

The federation emphasized that buyers should rely on official records rather than advertisements or verbal assurances while making investment decisions. It also appealed to residents to remain informed about water-related approvals, describing public awareness as the first step toward ensuring long-term water security for Pune’s rapidly expanding urban population.

Our objective through this PIL is to promote transparency, accountability, and sustainable urban development while protecting the interests of lakhs of homebuyers across Pune district.”
