15th August is the Last Chance for HSRP; Penalty Action to Follow Thereafter
Mumbai | An important announcement has been made for all vehicle owners in the state. For all types of vehicles (two-wheelers, three-wheelers, four-wheelers – private and commercial) registered before 1st April 2019, it is now legally mandatory to install High-Security Registration Plates (HSRP). The Transport Department has set 15th August 2025 as the final deadline, after which penal action will be taken against those violating the rule.
The penalty amount may range from ₹1,000 to ₹10,000, and action will be taken directly by the flying squads. However, if an online appointment is booked before 15th August, but the fitment date is later, such vehicle owners will not be fined.
HSRP includes chromium-based holograms, laser-etched unique IDs, and non-removable snap-lock tamper-proof plates. These plates are considered highly important for security and traffic management. Vehicles sold after April 2019 already come fitted with these plates.
Out of a total of 2.1 crore vehicles in the state that require HSRP, only 26 lakh vehicles have completed the installation so far. Though 52.5 lakh vehicle owners have applied online, a large portion still remains indifferent.
Earlier, extensions were granted in March, April, and June 2025, but due to technical issues, crowding at fitment centers, limited availability of plates, and lack of awareness in rural areas, the process has not progressed at the expected pace. In fact, in many metro cities, slots are already booked till September 2025, making it difficult for vehicle owners to get appointments.
Vehicle owners are urged to treat this as the final opportunity and get the HSRP installed at the earliest, else they may have to face hefty penalties.
