New Delhi: Travellers planning to carry extra luggage on Indian Railways should take note of the latest baggage regulations. The Railways has tightened enforcement of luggage limits, bringing its baggage policy closer to airline standards. Passengers carrying baggage beyond the prescribed limit without prior booking could face hefty penalties during ticket inspections.

According to the revised rules, every passenger is entitled to carry a fixed quantity of luggage free of cost, depending on the class of travel. Any baggage exceeding the permitted limit must either fall within the marginal allowance or be booked separately in the luggage or parcel van before the journey.
The Railways has clarified that the luggage rules apply equally to all passengers, including Monthly Season Ticket (MST) holders, who are not entitled to any additional baggage concession.
Free Luggage Allowance by Travel Class
Passengers can carry the following luggage free of charge:
- First AC: Up to 70 kg
- Second AC: Up to 50 kg
- Third AC & AC Chair Car: Up to 40 kg
- Sleeper Class: Up to 40 kg
- General Class: Up to 35 kg
Marginal Allowance Without Immediate Penalty
Indian Railways also permits a limited amount of additional luggage beyond the free allowance, known as the marginal allowance.
- First AC: Additional 15 kg (Total 85 kg)
- Second AC: Additional 10 kg (Total 60 kg)
- Third AC & Sleeper Class: Additional 10 kg (Total 50 kg)
Six Times Parcel Charges for Excess Luggage
Passengers found carrying baggage beyond the marginal allowance without booking it in advance may face a penalty of six times the applicable parcel rate if detected during ticket checking.
To avoid penalties, passengers carrying extra baggage are advised to declare and book it before travelling.
How to Book Extra Luggage
To make the process easier, the Centre for Railway Information Systems (CRIS) has introduced an “Excess Luggage” option in the railway ticket booking system. Passengers can declare additional baggage while booking their tickets and complete the required booking formalities in advance, helping them avoid fines during their journey.
