The School Education Department has issued a Government Resolution (GR) outlining the procedure and conditions for filling these non-teaching posts. The decision is expected to provide a major opportunity for job seekers who have been waiting for recruitment in aided schools for a long period.
Under the government decision dated April 4, 2025, permission had already been granted to fill 80% of the total vacant posts under the direct recruitment quota. However, the recruitment process was put on hold after the process of staffing approval, or Sanchmanyata, had not been completed.
The Director of Secondary and Higher Secondary Education had subsequently issued a letter dated May 28, 2025, directing a halt to the recruitment process. The latest decision has now removed that restriction and introduced detailed guidelines for educational institutions, Education Officers and Divisional Deputy Directors of Education.
Which Posts Can Be Recruited?
The government has approved recruitment for the following non-teaching categories:
- Junior Clerk
- Full-Time Librarian
- Laboratory Assistant
Before recruitment begins, authorities must verify the revised staffing structure and ensure that abolished or surplus posts and the applicable conditions for absorption have been properly addressed.
After this verification, the number of sanctioned, working and vacant posts in each category will be determined according to the approved staffing structure.
Promotion and Compassionate Appointment First
The government guidelines make it clear that vacant posts cannot immediately be filled through direct recruitment.
First, eligible employees must be considered for promotion. If eligible regular Class IV employees are available, they must be considered for promotion against the vacant posts.
If vacancies remain after promotions, the institution must consider compassionate appointments.
Only after completing the promotion and compassionate appointment processes can the remaining vacancies in the Junior Clerk, Full-Time Librarian and Laboratory Assistant categories be filled through direct recruitment.
Under the guidelines, up to 80% of the total vacancies determined through staffing approval can be filled through direct recruitment.
Backward Class Cell Verification Mandatory
Before starting the recruitment process, the institution must get the roster, or point-based reservation list, verified by the Backward Class Cell.
After verification, the institution will have to submit the certified roster along with the proposed recruitment advertisement to the concerned Education Officer or Divisional Deputy Director of Education.
The recruitment advertisement must clearly mention the required educational qualifications as prescribed under the relevant government notification.
Interview Videography Made Mandatory
The government has also stressed transparency in the recruitment process. Institutions will be required to record the interviews on video at their own expense and preserve the footage.
After selecting a candidate and issuing the appointment order, the institution will have to submit a proposal to the concerned Education Officer or Divisional Deputy Director of Education for approval of the appointment.
The concerned authorities will verify whether all prescribed conditions have been fulfilled before granting approval to the appointment.
How Will the Recruitment Process Work?
The recruitment advertisement must be published through multiple platforms, including:
- Local and state-level newspapers
- The concerned institution’s official website
- The school notice board
Candidates must be given a minimum period of three months for the application, scrutiny, interview and final selection process.
The maximum age limit has been prescribed as 38 years for candidates from the open category and 43 years for candidates from reserved categories.
The advertisement must also clearly state that the initial three-year period of appointment will be on an honorarium basis.
Social and horizontal reservations will have to be implemented according to the approved roster.
Relief After Years of Recruitment Delay
The decision has finally opened the door for recruitment to non-teaching posts in aided schools across Maharashtra. The recruitment had remained pending for several years, leaving a large number of aspirants waiting for opportunities in the education sector.
“The recruitment of non-teaching staff in schools across the state had been pending for several years. Continuous efforts were made to pursue the recruitment process.” – Shivaji Khandekar, General Secretary, State Non-Teaching Staff Federation.
